February 23, 2026 – DMW has issued a strict advisory for OFWs and their families. The agency warns the public against transacting with dishonest cargo forwarders responsible for the mishandling and abandonment of balikbayan boxes.
Balikbayan boxes are a very important part of OFW culture, with many Filipinos sending these care packages to their families back home at least once a year. More than just a simple delivery, each box is a symbol of love and sacrifice, packed with items like chocolates, clothing, electronics, and household goods that are not easily available or are more expensive in the Philippines.

Joint Operations with the NBI
To stop these fraudulent activities and protect migrant workers, the DMW is working directly with the National Bureau of Investigation (NBI). Together, the agencies are tracking down operators who cause severe delays and financial losses for overseas workers.
Through this collaboration, the government identified specific companies involved in these irregularities. The DMW strongly advises you to avoid doing business with Makati Express Cargo. Furthermore, you should not transact with any of its known partners or affiliates operating abroad. Authorities flagged this specific forwarder to prevent further illegal operations and to ensure your hard-earned packages are not compromised.
How to Protect Your Packages
Sending a balikbayan box involves months of careful saving and preparation. To ensure your items reach your family in the Philippines safely, the DMW urges you to take extra precautions before booking a shipment.
The government advises you to always verify the status of your chosen freight forwarder. You can easily check the track record, reliability, and official accreditation of these cargo consolidators through the Bureau of Customs (BoC).
Taking a few minutes to confirm a company’s legitimacy through the BoC helps you avoid scams and mishandling issues. It also prevents the heartbreak of dealing with undelivered balikbayan boxes. The DMW continues to monitor the cargo forwarding industry closely to protect the welfare of all overseas workers and their families.
